The player will see a representation of their local environment

At first this may be a list of buildings. Eventually it will be a visual representation. It's likely that placement of buildings and the like will be procedural, though it is possible the player will place things directly.

It's likely that the player will have a single view of the world, which will grow and adapt as they explore and build - exploration and research will grow their view of the world and they'll see more over time.
